WHAT IS REAL PROPERTY?
Real property means land and improvements, all possessory rights and privileges appurtenant to the property, and includes personal property affixed to the land or improvements (AS 29.71.800).
WHEN SHOULD I EXPECT TO RECEIVE A BILL FOR REAL PROPERTY TAXES?
Real Property Tax Bills and Mortgage Notices are prepared and mailed by the Fairbanks North Star Borough, Treasury and Budget Division on or before July 1st of each year.
WHEN ARE REAL PROPERTY TAXES DUE?
You have an option of paying the taxes in full upon receipt of the tax bill on July 1st. First half installment is due on the first business day in September. Second half installment is due on the first business day in November.
WHAT SHOULD I DO IF I DO NOT RECEIVE A REAL PROPERTY TAX BILL OR IF I HAVE LOST MY BILL/NOTICE?

after the due dates, please contact the Treasury and Budget Division at (907) 459-1441 for the correct amount.
CAN I PAY MY REAL PROPERTY TAXES VIA INTERNET OR PHONE?
Yes, the Fairbanks North Star Borough offers electronic payment via credit card and e-check. The Borough offers these forms of electronic payment options to provide additional choice and convenience to customers making payment on real property taxes.
Credit Card Payments:
The credit card payment option will charge the taxpayer a third party convenience fee of approximately 2.5% of the amount paid and will be available through the internet or by phone.
If you wish to pay by credit card by phone, you will need to call 1-800-2pay-tax (1-800-272-9829) and enter Jurisdiction Code 1206 when prompted.
|E-check is also available through a third party and subject to a $1.50 convenience fee. (Please note that E-checks are not an acceptable form of "guaranteed funds" for tax foreclosure properties).|
If using either one of these methods be sure you have your parcel account number(s) (PAN) and the amount you are paying available to complete the transaction.

WHAT ARE THE PENALTY AND INTEREST RATES IF I DO NOT PAY MY PROPERTY TAXES TIMELY?
If your property taxes are delinquent you will be charged up to a 5% penalty and an annual simple interest rate of 8% on the taxes due. If a delinquency continues beyond the normal collection period, your tax account could incur additional fees such as advertising fees, legal fees and administration costs.
WHAT IS THE LATEST TIME I CAN MAKE MY PAYMENT FOR REAL PROPERTY TAXES AND STILL BE CONSIDERED TIMELY?
Confirmation from web site dated by 11:45 P.M. AST on or before the due date. Envelope postmarked by the US Post Office by 11:59 P.M. on or before the due date. Cash register receipt/Treasury date stamp received in person by 5:00 P.M. on or before the due date. Note: If the due date falls on a weekend or holiday, the due date is the next business day.

WHAT CONSTITUTES A VALID RECEIPT FOR PAYMENT OF MY REAL PROPERTY TAXES?
The confirmation from the Official Payments Corporation web site if you paid by credit card, your cancelled check if you paid by mail or used the dropbox, the cash register receipt if you paid in person at the customer service counter.
IF AN APPEAL HAS BEEN FILED BUT IS NOT FINALIZED BY THE FIRST AND/OR SECOND HALF DUE DATE, DO THE TAXES HAVE TO BE PAID?
Real Property taxes are due and payable as billed even if you have filed an appeal on the assessed value of your property. A refund will be made, if appropriate, after resolution of your appeal.
CAN PAYMENTS BE MADE ON REAL PROPERTY TAXES AFTER THE DUE DATES?
Yes, payments may be made after the due date, however the amount will increase as additional interest, penalty or delinquent/foreclosure fees accrue.
CAN NEXT YEAR'S REAL PROPERTY TAXES BE PAID
Yes, but the exact amount will not be known until after the Borough Assembly has established the mill levy for that year.
IF MY TAXES ARE OVER PAID HOW DO I RECEIVE A REFUND?
Credit balances are automatically refunded for all real property tax account refunds. Process time will vary due to the volume of overpayments. HOW DO I KNOW IF MY MORTGAGE COMPANY HAS RECEIVED THE TAX INFORMATION FOR MY ACCOUNT(S)?
Taxpayers who have arranged for their payments to be made through their mortgage company will receive a Tax Notice rather than a Tax Bill. It is the property owner's responsibility to ensure their mortgage company pays their taxes timely each year. Escrow contracts are between the property owner and the mortgage company. The Borough is not responsible for ensuring your bank pays, however you may call our office or check on-line (the
Property Database Search Pages) to see if your taxes have been paid.
HOW DO I CHANGE MY MAILING ADDRESS ON MY ACCOUNT(S)?

HOW DO I APPLY FOR A SENIOR CITIZEN OR DISABLED VETERAN EXEMPTION?

ARE REAL PROPERTY TAXES BILLED ON A CALENDAR YEAR OR SOME OTHER BASIS?
Real property taxes are billed on a calendar year basis (January - December).
WHAT IF YOU REFUSE TO PAY THE TAX LEVIED?
The Borough places a lien against your property for the amount of taxes owed. The lien includes any interest, penalties and administrative costs charged due to lack of payment.
WHAT IS A LIEN?
A lien is a judgment against the property that can be collected by foreclosure and sale of the property.
WHEN WILL MY PROPERTY BE FORECLOSED ON IF I AM DELINQUENT ON MY REAL PROPERTY TAXES?

HOW WILL MY ACCOUNT BE AFFECTED IF MY CHECK DOES NOT CLEAR MY BANK?
Payment will be reversed off of the account back to the effective date of the payment. The tax billing system will automatically apply any penalty, interest and costs as if the payment was never made. An additional $30.00 will be added for returned check fee.
WHAT SHOULD I DO IF I RECENTLY SOLD MY PROPERTY, BUT I AM STILL GETTING THE TAX BILL?

WHY SHOULD I PAY PENALTY AND INTEREST ON A LATE PAYMENT WHEN I NEVER RECEIVED BY TAX BILL?
It is the property owner's responsibility to ensure their taxes are paid timely each year. Failure to receive a tax bill does not relieve the taxpayer of responsibility for timely payment or constitute cause for cancellation.
